Trying to define the top ten anything of all time is always a matter of perspective. One person may agree that spinner A should've been on the list instead of spinner B and they will go on a long tirade of why it's better, how it functions, and other information that was probably considered and summarily dismissed for any reason. The challenge as a writer comes into play in situations like this, especially when you cannot find a clear delineation.
So what do you do? You make your own list. Granted the list that is about to be presented to you will probably draw criticism and people complaining that their favorite walleye spinner was not added. And there is bound to be something on the list that is considered piece of junk. That's acceptable. Keep in mind when you read about the spinners on this list, however, that these are the ones people liked the most, purchased the most, and bragged up the most. When you combine a variety of sources like that, well, then the list will mean something to everyone. Lures, spinners and the type of tackle overall that is used by fishers all around the globe comes down to personal preference. You develop your style over the years and you try a variety of commercial products to see what works the best. Some people go as far as actually making their own especially when you begin to talk about fly fishing. Spinners are no different. Some work better than others and as an angler, you need to know what your catch seems to like the most.
Spinners are unique in that they all work slightly different from one another.
They are also perceived by the walleye differently depending on the clarity of the water. The main thing all spinners do, however, is try to catch the fish's attention. This particular piece of tackle will flash at the walleye when the water is clear, the sunlight from above filtering down to the blades and making them something the fish simply needs to check out. In murky water, the spinner works the same way except that instead of flashing at the fish and catching its attention, it vibrates for them. The fish feel the vibration and once again, curiosity gets the better of them. Yes spinners vibrate all the time, but if the sun is shining, it's the flashy colors that draw the walleye in.
You can use spinners to catch just about any fresh water fish at any time of year in any water temperature. They work especially well in cold and warm water because the flash and vibration is just enough to coax the slow moving fish into action. You can also control the amount of spin of the blades and the water displacement by using a slow or fast retrieval method.

Hook Size?
So i fish for bass with berkeley power bait, no weight. But whenever a fish bites, the worm goes in its mouth and the fish swims a little bit with out, but when i set the hook the rig just flies out of its mouth? Is the hook too big/small or is the worm too big/small?

How big is the worm? I think the standard size for their product is 7 1/2". This size is acceptable for bass in the 11-12" range and up. Smaller than that, I'd probably want to go with a 6" worm. I'm not much on 4" for largemouth but some people like them.
For that size worm (7 1/2) I'd recommend a #3 hook (but #2 will be ok).
If the tail is being ripped off, they don't have it in their mouth. If the worm curls up on the hook, then you're just plain missing them.
As far as a rod, are you using a meduim action? It's a good action but some mediums are more like "light". A rod too flexible is not going to give you a good hookset.
So it's possible it's your equiptment.
The other possibility is your technique.
It's good you're waiting for the fish to swim with it a bit as opposed to just setting the hook on a tap, tap, tap. When a fish picks up the worm and moves it, it's normally a bass and it's noramlly in his mouth. So I don't think you're setting the hook too soon by your description.
If you're right handed, you ought to be setting the hook on a right side angle for optimal power. So that may be something you're doing wrong that causes fish to spit the bait.
