Start out with Net Fishing until 15, near Draynor Bank. In the end, it'll start being long, but you'll be glad you stayed there.
Then you Bait Fish near Draynor Bank again, until level 25-30, the higher the better.
Then you have two choices; try them for yourself. You can either Bait Fish or Fly Fish in rivers (east of Barbarian Village, or Lum River in Lumbridge are about as close to banks; bank at Edgeville for the first, Lumbridge Castle for the second). Bait Fishing at that point will only get you Pikes. Fly Fishing gives you Salmons, which are better exp than Pikes, but you're likely to get more Trouts, which are a bit less exp than Pikes. So you could do Pikes until 40, then Fly Fish for Salmons and Trouts.
I found it was faster to stick to those for fast exp until very high level, since you don't have many places to harpoon or cage near banks. If you're willing to drop what you catch, then Karamja would be a good bet; Harpooning at Fishing 50 would be decent, although you'd get loads of Tuna and very few Swordfishes. You could also Cage Lobsters at around 60 Fishing, where it becomes slightly decent.
Although I'd probably stick with Fly Fishing near Barbarian Village until very high Fishing. It's somewhat faster, I believe, but you'd have to try for yourself.
If you were members, Shilo Village fly fishing is the fastest exp, since the bank is really close, only followed by Monkfishes, once you get to ~85 Fishing.
